Policy Analysis and Extraction of Justice Oriented Governing Principles for Cultural Management in the Thought of Ayatollah Khamenei (May His Eminence’s Shadow Endure)

Culture, as the foundational infrastructure of collective identity and the basis of social order, plays a decisive role in shaping value orientations and the patterns of life within societies. The rapid acceleration of media, communication, and technological developments in recent decades has transformed the cultural environment into a complex and multilayered arena, thereby intensifying the need for strategic, effective, and justice oriented cultural management. The cultural ideas of Ayatollah Khamenei (May His Eminence’s Shadow Endure), with their emphasis on cultural independence, social justice, and the safeguarding of Iranian-Islamic identity, offer a conceptual framework for reforming and enhancing cultural governance.
The present study, using a mixed methodology (thematic analysis alongside policy analysis), examines the cultural policy orientations emphasized by him and extracts the justice oriented governing principles of cultural management. The findings indicate that the existing gap between the current cultural situation and the envisioned ideals stems less from a shortage of resources and more from weaknesses in policymaking, institutional incoherence, and insufficient attention to authentic cultural values. The results demonstrate that the systematic application of the Leader’s cultural guidelines can facilitate the design of an efficient model of cultural management, strengthen policy coherence, and realize cultural justice in its distributive, structural, and participatory dimensions.
